Pennsylvania Municipal Taps Managers for New $210M Credit Sleeve

Pennsylvania Municipal Retirement System is standing up a 5% private credit allocation from scratch and adding a parallel 5% infrastructure sleeve, funding both by pulling 10 percentage points out of real estate, equities and fixed income – a reallocation the $4.2B pension's consultant, Marquette Associates, says is largely already executed. The system selected Audax, Nuveen Churchill, TPG, and Brightwood Capital to split roughly $210M in private credit between core and lower middle market direct lending, with infrastructure capital from existing Blackstone and IFM Investors mandates expected to begin calling as soon as the fourth quarter.

Washington State Investment Board's private and public markets committees advanced $950M in private equity recommendations for full board consideration – $300M to CD&R Fund XIII and $650M to GTCR Fund XV, the latter bringing WSIB's total GTCR commitments to $3.185B across 12 funds since 1999. Zooming out, pension commitment disclosures broadly accelerated in August, with Dakota tracking $11.66B across 180 records and 41 institutional allocators, more than double July's volume, as private equity and venture capital reclaimed the largest share.

Elsewhere, Prime Capital Financial launched an endowments and foundations practice offering OCIO-style institutional investment management, targeting family foundations, museums, and nonprofit endowments with $5M–$250M in assets, naming Mark Hays – most recently a managing director at Glenmede – as president to lead it.

On the GP fundraising side, Permira raised €9.4B toward its latest flagship buyout fund, which has a €17B target; Cinven closed Strategic Fund 2 at its €2.3B hard cap, broadening its predecessor's financial-services focus into a wider European mid-market mandate; and in the pipeline, Brookfield is reportedly targeting a first close above RMB 12B ($1.8B) for its debut renminbi-denominated renewables vehicle, Brookfield China Renewable Fund.
